Powerful reference
This book provides a snapshot of the current research around learning and how the brain works. It does exactly what Dr. Payne intended - provides an overview of that research in simple terms.

Disappointing
The text of this book is some eighty pages, which appear to be a very bare-bones summary of various theories of learning, often with charts inserted from other books, with very few examples or guidelines as to how one would actually implement any of those ideas. You really just get an academic summary of these ideas with virtually no context or elaboration. I would recommend you rather go directly to the work of the Israeli educationalist Feuerstein (see the book by Sharron and Coulter, Changing Children's Minds), and that of Stanley Greenspan (numerous books), which seem to be the key works reflected in this all-too-brief book
